There are rumours about some agencies that don't want their seiyuu to participate in this event and that the award is just a promotion of several big seiyuu agencies that have close ties with people behind the awards. Actually, I've even heard a (unconfirmed) rumour that Nakamura Yuuichi was picked as a winner but his agency refused to let him participate (Sigma Seven is one of the agencies whose seiyuu haven't won any award yet).
Also there is another thing that I don't quite get: there were two winners in best rookie actress category, but only one in best rookie actor. I know that female seiyuu are much more popular than their male counterparts, but... huh.
Personally, the thing I'm most disapponted with is that the award, despite its shady winners picking, had a potential to help seiyuu, to make them more known, to recognize new talents and reward seiyuu veterans. But now... It's such a scam T_T
